Open District
The residential district with family homes and gardens. With high demand, rows of houses with a green backyard appear.
The open district is where every city begins. You drag it out with the mouse, and settlers move in on their own. One tile costs 200 $, and a district can be between 2 × 2 and 60 × 60 tiles.

How the district grows
- Caravans come first. They appear right away and need almost nothing.
- With a road and power, family homes with gardens appear. A small house stands after a few minutes.
- If demand is high and the location is good, rows of houses with up to four floors grow. A green backyard stays free behind them.
Each tile and floor houses 5 people, a caravan 2. Every resident pays 4 $ in taxes per hour. Small shops open on the ground floor of some houses.
What makes a good location
The district value of a tile decides what appears there. It rises with a road nearby, with power, with jobs in the area and with services such as the Police, Fire Station, Hospital and School. Entertainment like a Park or a Cinema helps as well. Smog from industry, traffic jams on the way to work and high taxes push the value down.
There is little crime and hardly any fire in the open district. A station protects a large part of the city here. Empty space in the district fills up over time with the Hinterland.
