Reward from VIP level 2. The fountain with glowing plasma water mainly upgrades residential districts.
Fountain keeper
The Plasma Fountain is the reward for VIP level 2 (2,500 acquired Urplasma). Its water glows like liquid plasma and can be seen from afar at night.
What it does
Within 12 tiles the district value rises:

All VIP buildings together add at most 30 points per tile. The fountain needs no power and costs nothing to run. You can build up to 10 fountains.
