With the excavator you clear space, with the hover truck you move a special building to a new spot.
Not every decision has to last forever. In the Colony tab you find two tools to rebuild your city.
Demolishing with the excavator
The excavator clears space. You pay per tile, depending on what stands there:

Large buildings cost a bit more: 10% is added for every tile of edge length above 1. From special buildings you get 10% of the building materials back, but no money. If you demolish a house in a district, the district stays. The space stays free for 5 min, enough time to put something else there.
Relocating with the hover truck
With the hover truck you move a special building. It keeps its level, settings and storage. The move costs 10% of the building costs, at least 20,000 $ and at most 150,000 $. At the new spot, construction takes 25% of the build time, and the building does not run meanwhile.
