Platforms are the ground of the upper level. Later, the skyscrapers rise on them.

The platform is a piece of ground high in the air. It measures 8 × 8 tiles and must lie completely within the range of an access tower: 12 tiles for the Small Access Tower, 20 for the Medium Access Tower and 32 tiles for the Large Access Tower.

Platforms cost money, metal, Kryptonite and spice. So plan first where your towers should stand.
No running costs.
Placed side by side, several platforms form a large area for the upper buildings.
